The five measures are:
To use financial measures to combine the construction of ITI with ensuring the people's livelihood projects;
To accelerate carrying out preferential policy on Hainan from the document issued by the Sate Council on the promotion of Hainan as an international tourism island;
To set up special task forces at different levels of financial departments to build effective working mechanisms to serve the construction of ITI.
To provide money to build tourism services, basic facilities and ecology civilization;
To enhance research on big issues and problems for the construction of ITI;
Finance departments will provide greater finance and policy support for areas such as upgrading the tourism service, building important basic facilities, establishing ecology civilization construction, improving education, health and culture and the development of logistics, travel, shopping, tropical modern agriculture, modern industry and ocean industries.
